What is CASTOFF?

CASTOFF stands for the Committee on Assessments, Special Taxes and Other Financing Facilities. The CASTOFF membership consists of a group of private sector industry professionals that meet, communicate and discuss issues in the land based public financing field. While the primary focus is on issues related to land based matters in California, the organization is represented by members that perform similar services in other states. CASTOFF's goal is to promote the development and implementation of sound business, policy and financing practices in this field. The group functions as an ad hoc organization and is open to all professionals working in the private sector specializing in the fields of law, public financial advising, real estate, investment banking, tax policy and consulting, engineering and special tax consulting, real estate appraising and other related professional disciplines.

Lawrence G. Rolapp of Fieldman, Rolapp & Associates has served as the chairman of CASTOFF since its inception. Sam Sperry, attorney at Meyers Nave Ribak Silver & Wilson, has also assisted in the leadership of CASTOFF.

In memorium

Joan E. Cox (February 8, 1961 - August 24, 2011)
 

Joan E. Cox passed away on August 24, 2011 after a courageous 15-month battle with cancer. Her tenacity and positive spirit will be remembered by all who were privileged to know her.

Joan was Vice President and Senior Project Manager with Harris Associates in Irvine and a recognized expert in the field of assessment and financial engineering. She was a regular panelist for the CDIAC land secured fundamentals program and a member of CASTOFF. Joan held a Bachelor of Science in Civil Engineering from California State Polytechnic University, Pomona, and was a licensed Civil Engineer by the State of California. She represented numerous public agency clients in both Northern and Southern California in her career spanning over 27 years. Joan loved travel and visited many exotic locales. She collected rocks, was a voracious reader, and was a dog lover who rescued animals no one else wanted.

She is survived by her husband, Dennis Anderson (of Francisco & Associates and who is also a member of CASTOFF). Dennis has established the Joan E. Cox Memorial Scholarship at Cal Poly Pomona in her honor. Donations can be made payable to: "Cal Poly Pomona Foundation" with a notation on the check for "Joan E.
