Fieldman, Rolapp & Associates is pleased to make the resources of CASTOFF available to the municipal finance community through our web site. CASTOFF, the Committee on Assessments, Special Taxes and Other Financing Facilities, is a group of industry professionals that meets and discusses issues in the land-based financing field.

CASTOFF's goal is to promote the development and implementation of sound business, policy and financing practices in this field. The group functions as an ad hoc organization that includes representatives from the fields of law, real estate, investment banking, tax policy and consulting, engineering, financial advisory and other related professional disciplines.

CASTOFF's annual meeting is usually held in February of each year, and alternates yearly from a meeting site in northern California to a location in southern California. The annual meeting for 2006 was held in San Francisco, California. The 2007 meeting will be held in southern California, at an as yet undetermined location. Periodically special meetings are held and sub-committees are created to deal with specific issues that arise.

Lawrence G. Rolapp, the Chairman and Chief Executive Officer of Fieldman, Rolapp & Associates has served as the chairman of CASTOFF since its inception. Sam Sperry, attorney of Orrick, Herrington & Sutcliffe and Dean Misczynski of the California Research Bureau, California State Library have also assisted in the leadership of CASTOFF.
