Lawrence G. Rolapp
Mr. Lawrence G. Rolapp, CIPFA, Principal, joined the firm in 1977. During his three decades of service with the firm he has held various positions including President, CEO and Chairman of the Board of Directors. He is currently serving as a member of the Board of Directors. Mr. Rolapp has been involved with hundreds of financing projects that have funded billions of dollars of public improvements. Mr. Rolapp served two terms as a Board member of the National Association of Independent Public Finance Advisors and was appointed by four different California State Treasurers to the Technical Advisory Committee of the California Debt and Investment Advisory Commission (CDIAC). For almost 20 years he has acted as Chairperson of CASTOFF, an industry group of municipal professionals dedicated to promoting good policy and business practices and sharing information related to the real estate based land-secured municipal financing.
Mr. Rolapp is frequently called upon as a speaker on the subject of public finance and has been a University of California Los Angeles, Davis, Berkeley and San Diego extension course lecturer and he assists in the coordination of select educational courses with CDIAC. In 2008 and 2009 he has been a guest presenter at the Hawai'i Annual Statewide Municipal Attorney Training Conference and the annual conference of the National Association of Independent Public Finance.
Mr. Rolapp received his undergraduate and graduate Business degrees from the University of Southern California. He is also a Registered Investment Advisor Representative (Series 65) and he holds the CIPFA designation as a Certified Independent Public Finance Advisor from the National Association of Independent Public Finance Advisors.
