Ruth C. Matthews
Ms. Ruth C, Matthews, Associate, joined the firm in June 2009. Since joining the firm Ms. Matthews has specialized in developing debt finance models and creating credit rating materials.
Ms. Matthews provides quantitative analysis for analyzing debt refunding opportunities for various clients. She provides project support and compiles general market information, providing insight into clients’ financing activities and analyzing operating and capital budgets.
Prior to joining the firm, Ms. Matthews served public agencies as a Special Assessment and Debt Management consultant. While working as a Special Assessment and Debt Management consultant, Ms. Matthews served as a project manager for more than 80 Community Facilities Districts and a variety of public agencies.
Ms. Matthews received an Allaway Scholarship to attend the University of California, Berkeley for undergraduate studies and has a Masters of Mathematics degree from the University of Sussex (England).
