Rachel C. Chang-Kwei, Vice President of Fieldman, Rolapp & Associates, joined the firm in February 2020 with more than a decade of public finance experience. She is an expert in the area of public financings for K-14 districts. Ms. Chang-Kwei has been involved with assisting school districts and community college districts throughout California with capital facilities funding plans such as General Obligation Bonds, Lease Revenue Bonds, Community Facilities District Special Tax Bonds, as well as long-term funding program.
Ms. Chang-Kwei is a regular participant at the Coalition for Adequate School Housing (CASH), California School Board Association (CSBA), California Association of School Business Officials (CASBO) and Committee on Assessments Special Taxes and other Financing Facilities (CASTOFF).
Ms. Chang-Kwei also has significant experience with other aspects of school consulting, which includes developer fees, redevelopment, continuing disclosures and annual administration of assessment districts.
Ms. Chang-Kwei received her Bachelor of Arts in Economics along with a minor in Business Management from University of California, Irvine. Ms. Chang-Kwei holds Series 50 and Series 54 licenses and can be contacted at firstname.lastname@example.org.
